There is nothing in this report about HIV. Who doesn't consider the MRCS work in HIV to be important: the MRCS or the government? Or both? Sec 1 also says that the MRCS is “working under the direction of the Ministry of Health”. I guess that means it is not a nongovernmental organisation.
