Ban by junta puts lives of HIV patients at risk in Burma

You can't miss getting attention with a headline like this one. And truthful plain speaking by one NGO official is highly appreciated. Seven per cent of preoperative HIV tests at Sitaku are positive? Perhaps these patients had already been turned down by other hospitals. Preoperative HIV rates are not a good proxy for general prevalence and cannot be used as evidence that 'the problem is getting worse'.
