An oral presentation entitled HIV-related knowledge, attitudes, stigma, and testing history among Shan migrants in northern Thailand was delivered on August 4, at the XVII International AIDS Conference in Mexico City. The conference was attended by an estimated 23,000 participants from all over the globe, including scientists, community leaders and activists, and political leaders, including Mexican president Felipe Calderon Hinojosa and Ban Ki-moon, Director-General of the United Nations.

It is remarkable that 68% of male Shan migrant respondents said they had been HIV tested. That is higher than in the United States.

This abstract from the recently-concluded International AIDS Conference in Mexico is one of the few public documents on a flagship activity of the National AIDS Programme. The refusal rate for HIV testing is not reported. Nor is the rate of TB case-finding among people newly diagnosed with HIV infection. Though one cannot disagree with the conclusion.

There were fewer than ten published references to Burma Myanmar at the recently concluded International AIDS Conference in Mexico. … Regular readers know how flippant [him] is about HIV genetic studies. He thinks most HIV phylogeneticists are wankers. And the findings are used to try to point to the place where HIV “came from”. HIV almost invariably came from somewhere else that it is convenient to blame. … Now they report that HIV *possibly* entered the Middle Kingdom from Burma in the year of the US Bicentennial.
