'Expert' quotes 'expert', but is it true?

Here Joshua Kurlantzick quotes Laurie Garrett as saying that Burma “may be the greatest contributor of new types of HIV in the world,”. But is this true? Did all strains in Southeast Asia originate in Burma? And if so, does it matter?
