Health professionals are not doing their jobs adequately if they are not providing the full package of services associated with HIV testing.

It has been two and a half years since Alison Vicary, Sean Turnell, and Wylie Bradford of the Burma Economic Watch Team published their output-based analysis of the Fund for HIV/AIDS in Myanmar (FHAM).
