I will comment here only on the HIV section which provides bare bones information.

One wonders if all the PWID who are said to have been reached were reached when the report documents: "There was inconsistent understanding among outreach workers on data collection definitions and completing the forms to ensure consistent reporting."

Good to see needle and syringe distribution going up at over two hundred units per injector per year.

What services did the noninjecting people who use drugs get and how did that prevent HIV infection?

Were there any outcomes or impacts that can be reported as a result of the UNAIDS work on the enabling environment?

Why is the prison programme not reported on?

Why is HIV testing of newly diagnosed people with tuberculosis not reported on? Over four thousand newly diagnosed people with tuberculosis were found and offered VCT. How many were tested? How many were positive?
