Forgive my confusion, but it appears that the Three Millennium Development Goal Fund is giving money to the World Bank to implement a training course. Is the World Bank as short of money as the 3MDG Fund is?

3MDG invests in strengthening civil society’s technical capacity in health financing

The Three Millennium Development Goal Fund (3MDG) is committed to assist the Government of Myanmar in achieving Universal Health Coverage (UHC) by 2030. The government’s vision for UHC is to ensure that all citizens have timely access to essential health services, without undue financial burden.
Towards this goal, 3MDG provided financing for a five-day health financing course held from 22 – 26 June 2015. The interactive course, titled ‘Health Financing: The Role of Civil Society in the Move towards UHC’ was attended by leaders and key members of the civil societies including Non-Governmental Organizations (NGOs), Professional Health Associations, Community-Based Organizations (CBOs) and Ethnic Health Organizations (EHOs). The objectives of the course are two-fold: first, to familiarize participants with key concepts in health financing and UHC, and second, to provide them with the necessary skills to engage in the policy dialogues.
Ms Hnin Hnin Pyne, Senior Human Development Specialist of the World Bank said, “The most important thing about the Universal Health Coverage is that it’s not just the goal of the Government. It’s the goal for all stakeholders including civil societies, private sector and the government.”
“It is very important to ensure that all the different stakeholders understand the importance of UHC and their role and responsibilities. The course aims to facilitate that shared vision, shared language so that all the people together can move towards the goal,” she continued.
Dr. Thin Myat Khine, Public Health Institute Project Manager of Karen Department of Health & Welfare (KDHW), and a participant of the course commented, “We have learned lots of new concepts about Health financing and UHC which are really valuable for us. When we go back to our organization, we plan to share these concepts to our colleagues.”
“As we have learned about the best practices and experiences of other countries, I hope we could identify the best way to utilize these concepts in our region,” she added.
With 3MDG funding, the World Bank is providing a series of technical training courses on health financing. In addition, the World Bank continues to share evidence from other countries and to promote a common understanding of priorities for Myanmar to move towards Universal Health Coverage.
