MSF is treating many eligible HIV patients: Yangon is the location that has  enrolled the largest number of patients with the lowest CD4 cell counts, sometimes down to 150. This is due to lack of resources. Not only financial resources but also technological (for ed equipment) resources, labor force resources, and others.  Absorption capacity is at its limit this year, even for MSF.”
