A comment on counselling

I have received the following anonymous comment from a reader. Does anyone want to respond?

"Correct me if I am wrong or ignorant. I wonder if the new GF concept note, National Strategic Plan for next five years include the counselling strategy for HIV services.

There is no update HIV counselling SOPs or guidelines, no current strategy on who will do the
HIV counsellings (HIV screening, ART preparation and adherence counsellings) or how to follow up the quality of these counselling services. So far, everyone seems to be negligant on these issues which are very very immportant if the UNAIDS targets of 90-90-90 are to be achieved.

Now the counselling gap is being filled by poorly trained and poorly supported HIV positive peer clients. This lack of a proper vision definitely is not fair to patients or to the peer counsellors, not substainable and definitely not acceptable.

Even Cambodia has a "Standard Operating Procedures (SOP) for Quality Improvement (QI) for HIV Counseling  and Quality Control (QC) for HIV Testing" since 2006."
