Programs focus on awareness & factual knowledge, NOT on effective behavior change. And this has been the case since the early 1990s, when research showed good levels of knowledge in main cities (among sex workers, bus drivers, trishaw drivers: not MSM, for sure, but today the knowledge IS there).

When will stop pretending this is all just about people being ignorant??
