A couple of questions about the 3MDG Fund call for EOI

The English language coordinator of HIV Information for Myanmar has a few questions about this call for expressions of interest from the 3MDG Fund -

1) Is there any evidence that provision of primary care or sexually transmitted infection care to people who use drugs decreases HIV transmission? What is the opportunity cost of providing these inessential services to drug users when the funds could be used for evidence-informed services that do prevent HIV?

2) As TB incidence and prevalence is twice as high in men as it is in women, why look for TB through MCH services? What is the opportunity cost of integrating services when the funds could be used for evidence-informed services for TB case finding and saving mother and infant lives?

Anyone can suggest answers to the questions posed.
