A lot of money

I've received no official confirmation but I heard that Myanmar has been allocated over $400 million by the Global Fund for 2017 - 2020 implementation for the three diseases. That is a lot of money.

Are the townships in the regions mentioned below in the list of priority townships for HIV in the national strategic plan and Global Fund concept note?

Ministry to target regions with highest HIV infection rates

Ministry of Sports and Health said it will step up its efforts to control HIV transmission in Yangon, Mandalay, Myitkyina, Hpakant and the Myanmar-Thailand border where the highest infection rates are reported.

“People who inject drugs, female sex workers and men who have sex with men are among those who have the highest risk of HIV transmission. We need to target these places and groups. Organizations will assist in the Ministry’s HIV prevention and control measures,” said an official of the Ministry of Sports and Health.

According to estimates, around 11,149 new patients are recorded across the country this year. It shows that about 30 people are infected with HIV daily. People who inject drugs account for 29 percent; female sex workers, seven percent; men who have sex with men, 13 percent; and sex partners of female sex workers, 23 percent, according to the ministry’s official figures.

The government’s contribution for HIV control and elimination, including international aid, amounted to less than three percent in the 2010-2011 fiscal year. The government increased its funds from 2011-2012 FY. It reached 12 percent in 2014-2015 FY. The government allotted a US$ five million budget to buy ART and medical equipments and a US$ one million budget to provide treatment to drug addicts with the use of methadone, in 2015-2016 FY.

According to estimates, about 83,000 people are found to inject drugs. The ministry is working on the distribution of portable syringes to reduce the risk of HIV infection rates among them and give methadone to 12,000 drug addicts. In doing so, Myanmar can be seen to be a leading country in the Asia-Pacific region.
