I didn't understand this short piece when it was first published. And still don't. HIV care is free. So the money must be used for hepatitis C. That is a lot of money to treat 160 people with hep C.

Free care for 160 HIV patients

A plan to provide free medical care to 160 people living with HIV/HCG will be implemented this year, according to Dr Htun Nyunt Oo, programme manager of the National AIDS Programme.

The National AIDS Programme and Community Partners International will manage the implementation of the programme thanks to a US$1.5 million (K2 billion) grant from the United States Agency for International Development, according to state media.

A mid-term plan set to take place over two years will further the effort to provide free medical treatment by enlarging the scope of recipients to 800 patients infected with HIV/HCV.
