Page 143 has a couple of howlers: A gamechanger is "increased Government commitment on health and HIV (increasing health expenditures from 0.9% of GDP to 5% by 2015)" isn't going to happen. And "Treatment as prevention when coverage levels are sufficient to support" isn't either.

Page 144 has a nice incidence decline graph!
