A report on the Global Fund East Asia and Pacific Regional Meeting by a civil society representative

How interesting that the civil society representative from China is more democratic and participative in representing us and communicating with us than the one from India. She has even given us her cell phone number and a set time each week for us to call her! A spirit of participation is well and alive among some of Myanmar’s northern neighbours. Though you would never know it from their leaders.

There are several interesting points in Linda’s report.

1) Dual track financing with TWO principal recipients per country, one from the government and one from civil society, will be the normal state of affairs from Round 8 next year. Myanmar could have an international NGO as a PR …

2) There is a plethora of technical assistance available in the region. I hope that http://myglobalfund.org will not be blocked in Myanmar.

Dear SEA-AIDS members,

This is Linda Liang, the member for the Developing Countries NGO Delegation to GFATM, representing Asia Pacific Region.

I attended the Global Fund 5th East Asia and Pacific Regional Meeting in Bali, Indonesia on 3-5 September 2007.

In this report, I will tell you some information I got from the regional meeting. All of us together with my delegation need to take follow-up actions on many issues in the future, especially before the 16th Board Meeting in Kunming, November 12-13, 2007.

The Secretariat of Global Fund also will post their official summary of the regional meeting on their website in a couple of weeks.

This personal public report is written in my view, but has been amended by the Global Fund Secretariat and some presenters.

About This Report

Hello! This is Linda Liang, the member for the Developing Countries NGO Delegation to GFATM,
representing Asia Pacific Region. I attended the Global Fund 5th East Asia and Pacific Regional Meeting in

1. The Latest News
1.1 New ED, Two Expectations
Prof. Michel Kazatchkine has become the new Executive Director of the Global Fund since this April. It is
mentioned during the regional meeting by the Secretariat that two goals Michael would like to achieve are at
first Management Review, which will be completed in October 2007, secondly System Simplification,
because it has been complained by many stakeholders that the Global Fund systems is becoming increasingly
complicated.
1.2 Six Countries in EAP region Run Grants EXTREMELY WELL
The meeting was attended by delegates from 15 countries in this region. It is reported by the Secretariat of the
Global Fund that according to M&E systems used by the Global Fund, 6 countries in this region performed
extremely well on some grants, including China, Lao PDR, Mongolia, …. The assessment will be made
during the “Qualification Period” (month 25-42), if the grants get at least 50% “A” ratings, they will qualify
for Rolling Continuation Channel funding (Please see Page 3, “Under Discussion -- RCC Funding”).
1.3 14 Grants HAS NOT SIGNED a Contract, ONLY Two Months Left
For the Round 6, although 14 grants have been approved by the Board in the EAP region, only 2 out of them
have signed a contract with the Global Fund. If other grants cannot be signed before November 1st, the process
will be terminated, means that the fund will be used in Round 7 instead. There is only 2 months left from now.
2. Updates on Global Fund Policies and Procedures
In the first day, the Secretariat makes a presentation on the recent development of Global Fund policies and
procedures. A few of them have become a board decision, but most of them are under discussion at Board
committees. I will give you brief explanation, and will send you more information about it later. They are:
