A second case for investment

This case for investment is even longer than the one reviewed yesterday. One wonders why there are two.

Page 9 - "A mid-term review of the NSP II implementation will take place in January 2014." Has a list of the team members been made public?

Page 10 - The sister document reviewed yesterday stated: "Myanmar has witnessed a decline in HIV prevalence among all key populations – female sex workers and their clients, people who inject drugs, and men who have sex with men – since 2007." This document contradicts this statement with a graph on page 10 showing aggregate prevalence decline among men who have sex with men beginning much later.

Page 25,25 - Methadone is dropped because someone has decided it is too expensive.

Page 28 - The table here shows the difference in impact between minimal replenishment and full funding: about 1,500 averted infections and about 30 deaths at a cost of $11 million.

Hmm.

Investing for Impact From Resources to Results: Getting to Zero in Myanmar. UNAIDS. (2013)

In the current climate of reform in Myanmar, there is a unique opportunity to put in place high-impact interventions, reduce inefficiencies and reallocate scarce resources to ensure maximum benefit for the people most affected by and vulnerable to HIV and AIDS. Political commitment to HIV and health in Myanmar is significantly increasing. This commitment is already reflected in increasing health expenditures as a proportion of the GDP from 0.9% in 2010 by 1% a year, with a target of 5% by 2015. In August 2013, a national consultation with key stakeholders in the Myanmar HIV response, including civil society networks, was held to assess investment needs.
