The Asian Development Bank doesn't understand HIV impact monitoring.

In their newly released operational plan on page 17 the ADB uses HIV prevalence as an indicator. And then uses incidence as a baseline and target.

Mixing up incidence and prevalence is fine for a high school student but not for one of Asia's principal funders.
