AMI PROGRAM IN MYANMAR :

For more than 30 years, ethnic minorities groups of Burma have been fighting against the powerful military Junta who run the country. The military context keeps the population in a poor and precarious conditions of life, where their access to essential health care and services is limited.

Since 1984, AMI provides medical, water and sanitation aid to Burmese ethnic minorities through direct support in some medical facilities, but mainly by training the medical staff in charge of them.

Due to the intensification of fighting and the important loss of the Karen army, the population started to flee massively to Thailand in 1994 and since then, the numbers of refugees in the refugee camps along Thai-Burmese Border have continued to grow. AMI joined the population on its exodus in 1995, and has operated since then as a medical NGO in the camps. Since 2000, AMI also provides financial and technical support to the Thai health system to some neighboring villages of the camps.

In 2001, AMI opened a new mission in Myanmar and implemented a program of Water and Sanitation in the Township of Dala. In 2003, after the signing of a Memorandum of Agreement with the Ministry of Health and with the Ministry of Home Affairs, AMI, following the anti-poppy campaign launched by both the government and the Wa Authorities, initiated a program of primary health care supporting the Wa population of the Special Region N°2 in Shan State in order to mitigate the major decrease of income of the ex poppy farmer.

Since 2004 AMI is also working in Northern Rakhine State and provides primary health care through mobile clinics and community health workers to Rohingas population.

From 2004 -2007 AMI continued to secure funding for all the above activities, with no new projects opening.

In 2008 AMI planned to open a primary health care and Malaria program in Myeik, after the departure of MSF Switzerland, but in 2009 is still awaiting an MOU.

In May 2008 Myanmar suffered the effects of a category IV cyclone which left more than 2.4 million affected. AMI immediately set up emergency operations in the 3 townships of Dala, Seikki and Twantay, where it was already present.

End of 2008, the Myanmar mission was composed of three areas of intervention as following:

- Townships of Dala , Seikkyi Khanuangdho and Twantay (Yangon Division) : Water and sanitation for general population and in schools, Health education and reproductive health / Community development/ Prevention and treatment HIV/AIDS/STI, Emergency operation following Nargis cyclone (emergency health activities, water and sanitation, distribution of relief items)
- Wa Special Region N°2 (Shan State) : Primary Health Care and Mother and Child Health (Management of health structures, mobiles clinics and hospitals, supply of medicines and equipment, community health network, training of auxiliary midwives and of Village Health Volunteers, epidemiological survey, routine immunization in health structures,..)
- Township of Buthidaung (Northern Rakhine State) : Primary Health Care and Mother and Child Health (Management of health structures, mobiles clinics and hospitals, supply of medicines and equipment, community health workers network,..)

In 2009, AMI will continue working in Wa as in 2008. In Rakhine, AMI will shift towards more long-term activities with a stronger focus on community health and collaboration with local organizations.

In Yangon division, AMI will pursue its HIV-AIDS activities in Dala, Seikkyi Khanuangdho and Twantay. AMI is extending its water and sanitation activities to 2 new townships, Kawhmu and Kungyangon.

2009 Objectives:

Improve the health status of the most vulnerable population, in particular:
- Access to water and sanitation facilities for the most vulnerable.
- Improving the access to primary health care services for ethnic minorities and vulnerable groups
- Reduce the maternal and child mortality of the most vulnerable women and children
- Reduce the spread and provide treatment and care of HIV/AIDS
- To support the early recovery of population affected by cyclone Nargis in 2 townships in Yangon division.

Composition of the team:

Regular Expatriates : 1 Country Director, 1 administrative coordinator, 1 medical coordinator, 1 logistic coordinator (vacation), 3 head of project (1 by area), 1 medical referent (still waiting authorization), 2 Community referent in (NRS and Wa),, HIV prevention referent, 1 Epidemiologist.

National: 320 (medical, logistic and administrative staff)

AMI PROJECT IN MYANMAR

The AMI health project in Myanmar aims to improve the access to health services for the population living in remote areas and is focused on 4 sectors:

- Primary health care including malaria, Health education, prevention and treatment of common pathologies
- Mother and Child Health (antenatal and postnatal care, prevention, delivery, family planning and immunization)
- HIV/AIDS (health education, behavior change for at risk groups, STI treatment, VCCT, PMTCT, ART & opportunistic infection)

The AMI activities are mainly focused at two levels of the health system:

- Support to existing health structures and running of mobile clinics (rehabilitation, supply of medicines, consumables and equipment, training of medical staff, referral to hospitals, …)
- Support to community health network (training, management and supply of Community Health Workers AMW /CHW/TBA)

RESPONSABILITIES OF THE POST:

The medical Coordinator shall:

- Participate in the implementation of the strategy and in the developing of the health programs as technical advisor of the Country director
- To insure the coordination of the Health projects in order to harmonize the implementation, follow up procedures and evaluation of medical activities at all level
- To insure the coherence of the medical activities according to national and international policy of AMI

WORKING LINKS:

- The Medical Coordinator is under the responsibility of the Country Director
- He/she participates in the general coordination of the mission with General Administrator and Logistic Coordinator.
- He elaborates with the Country Director and Project Managers the orientation of the health programs.
- He supervises through the Yangon Medica
l Coordination team and in coordination with medical referents medical activities.
- He works in partnership with health authorities, with medical coordinators of other medical NGO and with UN health agencies medical staff (UNAIDS, WHO, UNICEF, UNFPA...).

ACTIVITIES AND TASKS:

- representation of AMI in meeting and health discussion
- regularly assists and participates to NGO, UN and MOH meeting when they are related to health,
- assists to conferences related with health,
- regularly meets with our partners (UN agencies, NGO, authorities…)
- draft proposal, survey or articles where AMI can contribute to topics related with health.
- coordination and supervision of the medical team in Myanmar
- organizes meetings to discuss and brainstorm about programs, problems/weakness and perspectives,
- follows up and/or designs their job description and their objectives,
- regularly assesses on the field their activities according to their work plan,
- drafts proposal to suggest solutions, support, reorganization,
- provides a direct support to the medical referent and medical team,
- Support and supervision of the pharmacy team.
- coordination and supervision the health aspect of the program
- follow up and/or design the objectives and the implementation of the program,
- follow up and/or design indicators for each part of the program in order to measure the impact,
- analyzes the indicators to lead the activities and the program,
- meets regularly our partners (NGO, UN, health authorities) to coordinate and improve the activities,
- Reviews regularly the orientation of the program with the Country Director,
- coordination and supervision of the health education and community development team in Myanmar
- Provides a direct support to the health education and community development coordination team in Yangon.
- Information management / coordination and supervision of the monitoring and evaluation team in Myanmar
- Provides a direct support to the monitoring and evaluation coordination team in Yangon.
- collects all the information related with the existing program (computer data, library, reports, statistics, training courses, survey, working tools, etc…),
- organizes with the medical team a filing system in order to make these information accessible, useful, reusable,
- updates the reporting system
- promotes among AMI the consultation, the exchange and the use of this information
- contribution to the development of AMI programs
- keeps updated on the geopolitical and health situation (newspaper, field visit, coordination meeting),
- participates to the exploratory mission or need assessment on Country Director request,
- proposes an exploratory or assessment as needed,
- develops/updates assessment tools,
- draft proposal and recommendation after each evaluation,
- participates to design new programs and implement new activities.

- writes monthly reports,
- contributes to the elaboration of the proposals and the reports for the donors,
- writes report after each assessment, evaluation or special activity

CONDITIONS AND REQUIRED PROFILE:

- Type of contract : Salaried
- Starting date : as soon as possible.
- Duration : 6 months contract with 1 year commitment.
- Base : Yangon, traveling to all the bases,
- Education Background :Medical (doctor)
- Experience Required : At least 3 year field experience in NGO ,
- Public health knowledge required and / or experience needed
- Epidemiological or project management and/or evaluation skills and knowledge will be appreciated.

Operational skill:
- Fluent in English,
- Analytical skills, capacity to propose and adapt working tools
- Excellent management and organizational capacities
- Flexible, dynamic individual with the capacity to work with different cultural, social contexts
