"At the last meeting of the CCM in 2005 or 2006, while trying to respond to the withdrawal of Global Fund resources, it was stated that there is no need for a CCM for the Global Fund any more. But its chair recognized the benefits of having such a coordination body around the 3 diseases and suggested to keep coordination alive.
Later it was translated to keeping the CCM as the CCB where 'B' stood for Body. As 'we' love something central, we love coordination, and we hate Global Fund and its lingo, the idea of a CCB sounded like a viable one. But in any case it has yet to prove to be something functional--generally because of perceived lack of need to involve civil society in coordination, and also because a full CCB meeting with both MOH and civil society participation has not yet been mobilized.
Current way of doing 'coordination' is that when the donor board or fund board for 3DF came into the country to see the coordination mechanism,
there usually was just a meeting only with its leadership. The full CCB or most representatives from civil society did not even get to meet with the board
members. And yet thing are often loosely identified as 'approved by CCB'."
