Burma (Myanmar) Annual Review

An annual review was undertaken of the Burma (Myanmar) Country Program in February to assess the progress in scaling up services and follow up on the Joint Evaluation undertaken by UNODC and AusAID in July 2009. The review found that by the end of 2009, the program was reaching out to over 5000 clients (of which 4059 are IDUs) through both fixed-site and mobile outreach services, and is on track to reach its target of 7000 clients by
mid-2010.
Five new service sites have been established since mid-2009, taking the total number of sites offering comprehensive harm reduction services to ten. These sites offer NSP, condom distribution, health promotion and referral services. New service sites include Phakant, where economic activity around gold and jade mining attracts transient populations. The program there is initiating innovative approaches to servicing these populations, including mobile outreach and incentivised needle exchange.
The Country Program is also performing well in promoting gender equity through building linkages to sexual and reproductive health service providers, utilising female outreach workers to access female IDU/DU populations, and ensuring female representation on township steering committees. The review made a number of recommendations to address the challenges ahead, including referral to methadone maintenance therapy (MMT) services, continuing to expand access, and promoting scale up and further inclusion of clients in program planning,
