What is clear from the photo is that probably all these activities are still restricted OUTSIDE the festival area and are only in the parking lot area.  In the past PSI had a presence inside, as well as supported a theater troupe who put on info-tainment performances in one of the big (temporary) performance halls.

What can't the nat kadaws be considered as their own category?  Why do the foreign agencies insist on fitting them into their own categories.  The questions posed by HIM fall into this trap, too.  This pejorative labeling is among the reasons that officials keep HIV-related programs outside: they are insensitive to the unique cultural context(s) of Taungbyone.
