There is an ASEAN best practices document. Downloadable from http://www.aidsdatahub.org/asean-good-practices-and-new-initiatives-hiv-and-aids-asean-secretariat-jakarta-2014
Some interesting things in it about Myanmar.
1) It is hard to understand one piece but I think that HAARP takes credit for 3MDG Fund accomplishments.
2) Family planning is supposed to be part of 4 prong PMYCT but there is no evidence of any family planning services for women living with HIV nor reporting on pregnancies prevented.
3) There is said to be a governmental peer education programme for "key populations" in which 60,000 aggregated members of key populations are reached a year.
4) The document does NOT report on ASEAN HIV goals:
Reducing sexual transmission of HIV by 50 percent by 2015;
Reducing transmission of HIV among people who inject drugs by 50 per cent by 2015;
Scaling up antiretroviral treatment, care and support to achieve 80 percent coverage for people living with HIV who are eligible for treatment, based on WHO HIV treatment guidelines;
I wonder if ASEAN doesn't report on them because countries didn't meet them.
