Call for papers - TB/HIV scale-up: innovative strategies to measure and evaluate our progress - supplement for International Journal of TB and Lung Disease

Dear Colleagues,

We would like to invite you to submit manuscripts for a supplement we are coordinating for the International Journal of TB and Lung Disease (IJTLD) to address the issue of TB/HIV monitoring and evaluation:

"TB/HIV scale-up: innovative strategies to measure and evaluate our progress."

We would like to include papers that demonstrate the results of implementing collaborative TB/HIV activities at country level in terms of the standard WHO TB/HIV indicators, and describe the challenges and innovative approaches to capturing such data. We would also like the supplement to include articles that address each of the three main areas of the Interim Policy on collaborative TB/HIV activities, (1) establishing mechanisms for collaboration, (2) decreasing the burden of TB in people living with HIV/AIDS, and (3) decreasing the burden of HIV in TB patients. In particular, we would like to encourage submission of papers outlining monitoring and evaluation of TB/HIV at country or regional level, strategies to document TB screening, diagnosis and treatment outcomes among PLWHAs, and manuscripts which describe the successful documentation of referrals between TB and HIV programmes.

Some examples of topics you may like to consider include:

Successful strategies for HIV surveillance in TB patients using routine TB program data

Assessing the impact of diagnostic HIV counseling and testing of TB patients on uptake of HIV testing and receipt of HIV-related care Yield of strategies for TB screening among people living with HIV/AIDS in different setting (e.g. ART, VCT, PMTCT, home-based care programs).

Evaluation of HIV prevention activities in TB programs

We would also like to include work from many different regions. In order to solicit articles from a wide variety of sources, we will be sending a targeted announcement to a few other key groups, including those which represent the HIV community. Please feel free to share this announcement with colleagues, especially those who may have unpublished work that could be submitted for this supplement.

Our goal is to publish the supplement in January 2007, as this is the earliest that IJTLD anticipates they will be able to accommodate this request. However, in order to allow time for article selection, peer review, and editing, we will need all articles to be submitted by March 15, 2006. For this reason, we anticipate that we will only be able to include projects that have already been completed or for which data will have been collected and results compiled by this date.

We anticipate a total of at most 12-15 articles in the final supplement. If more than 15 articles are submitted for the supplement, we will convene a small editorial committee to review and rank all submissions according to importance of results, quality of manuscript, and relevance to the M&E topic. All manuscripts will still undergo peer review according to IJTLD guidelines.

The following are some additional guidelines for manuscript submission.

Guidance on Submitting Papers for International Journal of Tuberculosis and Lung Disease Supplement on TB/HIV Monitoring and Evaluation: "TB/HIV scale-up:  innovative strategies to measure and evaluate our progress"

1. All submissions should relate to the supplement topic, as described in the email.

2. Authors should follow IJTLD guidelines for authors (see attached), which limit original research articles to 2500 words.

3. All papers which are submitted and approved for this supplement will still need to undergo peer review according to IJTLD guidelines.

4. Deadline for submission is March 15, 2006.  Articles submitted after this data will only be considered on a case by case basis.

5. All article submissions should be submitted electronically to Lisa Nelson at: Lnelson@cdc.gov

Authors will receive electronic confirmation of receipt within a few days of submission.  Manuscripts that are selected should then be submitted electronically to the IJTLD website for peer review.  However, no articles should be submitted electronically until authors have received confirmation that the manuscript has been selected for the supplement.

Please do not hesitate to contact us with any questions. We look forward to your submissions.

Best regards,

Lisa Nelson, Alasdair Reid, and Charles Wells
