It seems that this has already been going on for at least six months in one large town in a state. It is a short meeting where all INGOs and Ngos report their activities - basically to ensure humanitarian is kept separate from political. It is normally chaired by the SPDC and sometimes the military divisional commander attends. However, what i understand is that is that some of the local NGOs are feeling pressure to "share their funds and/or work" with the USDA and MMCWA. In one case a military commander asked why a local NGO wasn't helping to fund USDA to "help that local NGO carry out care & support activities".
