Why would inaction from INGOs  re Rakhine surprise anyone? Those will short memories about Nargis forget the truth.

Even though it was obvious that Nargis was coming and would hit in the delta with a surge up rivers no INGO warned anybody until too late because the Myanmar government had not permitted it. The news about the impact of Nargis 2 fulls days before it hit was on CNN in graphic detail on all weather reports and to a lesser extent on BBC World plus of course obvious from looking at weather on internet.

Everyone just waited until it was too late and result over 150,000 dead but we will never know the true extent. Yes many would still have perished but also many would have been saved.

One the role of complicit INGOs will come out.
