Thank you for your important and valid question. Despite the issuance of a revised guidance on “Comprehensive HIV Prevention for People Who Inject Drugs” in July 2010 by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) that explicitly stated that PEPFAR will support several HIV prevention among injection drug users including needle and syringe program, Secretary Clinton did not include needles and syringes in her mentioned speech on global HIV/AIDS. Secretary Clinton oversees PEPFAR in her Department of State that issued the revised guidance. I hope the main message of the article is not lost by the readers because of the technicality of one sentence of the whole article. Again, this is an opinion piece, not a scientific article, with limited word counts.
I do thank the moderator of pointing out the importance of sterile needles in HIV prevention and care. However, I would also like to point out that the article is not about Secretary Clinton but about the health of the people of Burma under the current political climate. If the moderator’s emphasis on a sentence related to Secretary Clinton overshadows the overall message of the article, it would be very unfortunate.
