I don't think so, really. This is an example of "you get what you stroke" -- an approach to communication that emphasizes what was desired and positive and just leaves the rest out. It is possible to read this as "we are happy with the work we have done (but not with the work we were not able to do.") which is probably an accurate statement.  I think the ministries probably have done what they could given the situation.

Ministry people I have met were generally sincere technocrats. I actually like it that he is conceptually separating the ministry partners and technical people from the military rulers -- too many Burma watchers just lump them all together as "the government" thereby obfuscating the situation for concerned others farther away.
