What is the formal mechanism to register complaints about HIV related discrimination by health care providers in Myanmar?

There is still significant discrimination against patients living with HIV in Myanmar. Recently a woman living with HIV was hospitalised for a uterine tumour. She was very ill and required surgery. The obstetrician/gynecologist refused to do the operation saying ''for the sake of one patient we can not risk the life of others.'' The patient suffered alone on her bed for three days waiting for the health care providers to give care to her but no medical personnel came near her. Her doctor was Pyone Pyone Yee in Mawlamyine, Mon State.
