Background
General Background:
UNDP is the UN’s global development network advocating for change and connecting countries, knowledge, experience and resources to help people build a better life. HIV is one of its top organizational priorities, integrating it into its broader efforts to support effective governance and poverty reduction. UNDP has been among the most active advocates for a multi-sectoral response to HIV since the late 1980s.

UNDP in Myanmar seeks to address the human development, governance, human rights, and gender challenges of HIV in the country. UNDP will assist Myanmar to implement HIV responses that are integrated, involve key sectors of government and civil society and promote human rights and gender equality. In doing so, UNDP will ensure that HIV is addressed within the broader legal environment and the country’s poverty reduction strategies, and will support the government to respond to the key social drivers of HIV epidemics through the empowerment of key affected populations and the protection of human rights.

Duties and Responsibilities
Objective of the Assignment:

Working under the overall oversight Development Effectiveness Component Coordinator, the consultant will be responsible for:

Leading UNDP Myanmar on policy and advocacy work on HIV/AIDS within the different elements that the current Country Programme Document has identified. These include:

Conducting a socio-economic impact of HIV at the household level with policy recommendations for impact mitigation;
Developing a national social protection strategy incorporating HIV sensitive considerations;
Help strengthen the legal and human rights environment at the national and provincial levels to protect the rights of key affected populations.
Developing the capacity of civil society organizations and communities to ensure they fully participate in development and implementation of policies and programmes;
Research, policy and capacity development to address the needs of men who have sex with men, transgender and sex workers in national strategies, plans, programmes and funding mechanisms;
In partnership with other UNAIDS Cosponsors and CSO partners, address gender-based violence against sex workers through research and evidence-based policy advocacy;
Strategically work with government and other partners, to ensure that the HIV components of UNDP’s programme are strategically integrated and smoothly implemented in accordance of UNDP’s 2013 work plan

Scope of the Work:

For this assignment the consultant will be responsible overall for the following tasks:

Build the capacity of national staff working on the HIV/AIDS portfolio by coaching and on the job training.
Work to strategically position UNDP in HIV/AIDS in line with its mandate and in synergy with the other specialized agencies.
Develop partnerships and contacts with the donor community and develop joint activities and initiatives on HIV/AIDS.

Required Skills and Experience

Education:

Masters degree (or academic equivalent) in areas such as social sciences, public health, international relations, human rights, development studies, or related fields.

Professional Experience:

At least 8 years of relevant experience at the international level in providing technical or management advisory services and in design, execution and monitoring of HIV and AIDS programmes
Has strong knowledge and relevant work experience in HIV and AIDS
Has experiences on human rights protection and stigma and discrimination of people affected by HIV/AIDS. Knowledge and experience on gender and social protection would be an advantage.
Is familiar with Myanmar HIV and AIDS policy landscape and HIV and AIDS network within the government and the CSOs

Language Requirements:

Excellent written communication skills in English
