Does the Global Fund understand what is going on in Mandalay?

Photographers for the Global Fund take some real nice pictures. One of Myanmar is on the Fund homepage. But the title puzzles me.

What makes the Union activities in Mandalay a public private partnership? Is the Union 'private'? It appears to me to be a large international nongovernmental organisation or NGO.

The caption also links integration with secondment of civil servants. Huh?

Ma Yee Yee could barely walk when she first came to a TB clinic run by the NGO The Union for a chest X-ray, and was diagnosed with tuberculosis. Co-infected with HIV, she still relies on her daughter for help, but her TB symptoms are diminishing, and her CD4 count has risen dramatically. Integration of TB and HIV care at the clinic have also meant that Ma Yee Yee is attended to by government doctors, who provide staff to The Union clinic in the morning, and return to the Mandalay government hospital nearby in the afternoons.
