If drug use disorder is a health issue, treatment is a health issue. The Ministry of Health and Sports *is* responsible for it.

Drug rehab centres placed under different ministries

Three drug rehabilitation centres currently under the management of the Ministry of Home Affairs will be transferred to the Ministry of Social Welfare, Relief and Resettlement and the Ministry of Health and Sports, said Police Colonel Shwe Nyar Maung of the Anti-Narcotic Task Force.
“Under the government’s instructions, the Ministry of Home Affairs will transfer rehabilitation and treatment to the two ministries with the aim of making them more effective,” he told reporters after a high-level anti-drug conference in Nay Pyi Taw on November 6.
At present, the three rehab centres – Shwe Pyi Thar, Shwe Pyi Thit and Shwe Pyi Aye – are under the Central Committee for Drug Abuse Control (CCDAC) which is part of the Ministry of Home Affairs. At the same time there are community-based rehabilitation centres under the Ministry of Social Welfare, Relief and Resettlement. Putting all together under a single ministry can be more effective, he said.
“We will transfer these rehab centres to be properly handled by a single ministry. The Ministry of Health and Sports will carry out treatments and later on, the Ministry of Social Welfare, Relief and Resettlement will work on rehabilitation,” he said.
Colonel Shwe Nyar Maung said the police in Myanmar categorise drug abusers in three groups. The first is a small percentage who still live with their parents, the second includes those who commit crime to support their habit, and the third is drug dealers.
“The second group is responsible for many cases of robberies and thefts and if they are sent to rehab centers and given treatment, the crime rate would drop,” he added.
The third group is comprised of people who are dealers who do commit crime for their daily dose. “In most cases, this group sells drugs to his community for his own daily dose and this makes it easier for other people to get access to drugs,” he said, adding if the two groups are controlled, not only will crime drop but also the potential spread of HIV/AIDS through drug abuse.
