Changing laws will be a long national process involving both parliamentarians and civil society. Changing implementation of existing laws can be a local process that can happen much more quickly. 'Permission' to operate needle exchange programmes is an example from the past. Abolishing quotas set by police for the arrest of sex workers could happen in some places in the country. Harassing men who have sex with men by police could also stop in a couple of places.
