1 Background

The Three Millennium Development Goals Fund (3MDG) is a pooled multi-­donor fund operating in Myanmar. Component 1 of the 3MDG Fund will support maternal, newborn and child health (MNCH) services in Myanmar. An analysis of health and poverty gaps has led to the identification of seven priority States and Regions that will be targeted initially for Component 1. These include, in order of the size of their health and poverty gaps: Chin State, Magway Region, Kachin State, Rakhine State, Ayeyarwady Region, Shan State, and Kayah State. Additional areas of intervention might be recognised based on other criteria, such as post-­conflict areas with significant health and poverty needs within other States and Regions, or on information not available at this stage.

Taking into consideration among other areas, accessibility, variations in population density, and geographical diversity, the first phase of the programme’s roll out will aim to select townships in Chin State, Magway Region and Shan State. A second phase of the roll out will follow early in 2013.

MNCH activities supported by the 3MDG will be implemented in the framework of an integrated township health plan. The implementation will be a joint effort of all stakeholders in the township under the leadership of the Ministry of Health and the local health authorities. The support of the UN Agencies will be an integral part of the planning process and implementation of activities. The details and their role is currently being defined. Other implementing partners who will work in partnership with the township health authorities include non-­governmental organisations, community-­based organisation and the private sector. Page 23 of the 3MDG Fund ‘Description of Action’ provides an overview of the potential roles of different stakeholders.

The service delivery will be focused on specific townships and will be linked with State and Region level planning, implementation and reporting. Each selected township will be enabled to provide a comprehensive package of MNCH services delivered in a continuum of care. Beneficiary accountability, monitoring of service delivery and strengthening community mechanisms for voice and accountability will need to be included in all service delivery systems.

2 Purpose of EoI

3MDG will support township health services under the leadership of the Ministry of Health and the local health authorities; with UN Agencies as an integral part of the policy and planning process and implementation of activities. This Expression of Interest serves to assess the interest and capacity of other organisations to provide services in the States and Regions in partnership with the township health authorities and the UN. Together with other criteria it will inform the selection of the townships to be supported by 3MDG. The 3MDG Fund seeks at this stage the EoI of suitably qualified non-governmental organisations, local organisations and community-based organisations to contribute towards achieving the 3MDG Fund’s objectives in the following geographical priority areas:

a. Chin State, Magway Region and Shan State

Expressions of interest are expected for townships in these areas.

b. Other States and Regions under consideration will be phased in gradually, with activities possibly starting in July 2013.

Organisations are invited to express their potential interest, although at this stage not to provide full details concerning experience and capacity. This will be requested through a second EoI process early 2013.

The second phase of the selection process will be a direct and/or competitive contracting process for the selected townships when full proposals will be commissioned or requested.

It is planned that the implementation of the activities in this first round of townships will start in the second quarter of 2013.

3 Eligibility

Organisations with authority to work in Myanmar or those who are in the process of seeking registration can respond directly to this EoI.

English will be the language of communication.

4 Documents to submit

The EoI form needs to be filled with all the relevant information. Maximum page numbers are indicated and need to be strictly respected.
