Background
The Three Diseases Fund (3DF) aims to contribute to achieving the Millennium Development Goals (MDGs) in Myanmar by reducing the burden of communicable disease mortality and morbidity. Activities will be undertaken to reduce the transmission and to enhance the provision of treatment and care for Tuberculosis (TB), Malaria and HIV and AIDS, through a pooled funding mechanism. Supported by six donors (Australia, European Commission, the Netherlands, Norway, Sweden and the United Kingdom), the pooled funds are managed by the Fund Manager (UNOPS) in a Fund Management office in Yangon according to priorities set by the Fund Board. The Board is comprised of four donor representatives and three independent experts, chaired on a rotating basis by a senior donor representative.
The 3DF primarily supports activities derived from National and Operational Plans for TB, Malaria and HIV and AIDS that are in-line with 3DF priorities described in the attached Guidelines for the Allocation of Three Diseases Fund Resources.
The 3DF has been carefully designed to ensure transparency, accountability and equity, as well as to deliver a programme that shall improve the health of poor and vulnerable people in Myanmar. The Fund also builds local capacity to meet future health needs in transparent, accountable and sustainable ways by working with local-level health staff and civil society groups.
The 3DF in this new Round of funding is particularly aiming at scaling up its contribution to the national response in the three diseases by resourcing effective programmes that can demonstrate results delivered efficiently.
In March 2009 the Fund Board succeeded in securing additional funds for the 3DF and decided to launch a new round of funding, Round III. The purpose of this round is to resource the most suitable projects to implement actions in line with the priorities of the 3DF as defined in the Terms of Reference of the Request for Proposal (RfP) to be launched in June 2009. The implementing agencies will be drawn from qualified organizations among, international and local NGOs, UN agencies, professional associations, and the private sector which can demonstrate their capacity, skills and experience to deliver 3DF priority activities to start in November 2009.
The Round III will follow an open and transparent selection process of grants and aims to strengthen the national response to deliver activities according to the objectives of the 3DF. The Fund Manager will screen the submitted proposals, and select the ones that meet the eligibility criteria for the review/evaluation process. The evaluations of the received proposals will be conducted by an external review team contracted by the Fund Manager. Proposals for funding will be approved by the Fund Board, based on recommendations made by the review team and the Fund Manager.
The initial timeframe for proposed projects is 20 months, commencing from 1 November 2009 and completion on 30 June 2011.
Purpose of the Evaluation
The evaluation of the proposals is intended to assess the relevance of the proposed activities to overall objective and priority areas of the 3DF. In particular, the evaluation should focus on assessing the relevance, effectiveness, impact, feasibility and reasonableness of the proposed activities in the attainment of the outputs as well as the organization’s management arrangement, previous performance and extent of network in place. Emphasis will be put on efficient programming and evaluating value for money proposed in the plan of actions and budgets.
The result of the evaluation shall be the basis in selecting the most eligible organizations to receive the grant.
Duties and Responsibilities
The evaluation team, which will be composed of four experts who are not directly involved or associated with the any of the applicants, has the following tasks:
Design detailed evaluation scope and methodology and develop qualitative and quantitative matrices to be used for the evaluation.
Assess the proposals in terms of its relevance to the national strategic plans, operational plans and beneficiaries.
Assess the proposals in terms of its relevance to the 3DF defined priorities as per the ToR of the RfP
Assess the extent of the community participation in the proposed activities; or population coverage.
Assess the mechanism proposed by the organization to coordinate and collaborate with other organizations
working in the same geographical area and the potential synergism.
Assess the organization’s management arrangement in place and capability in carrying out the activities including existence of appropriate resources and personnel necessary for the implementation; identify advantages and possible bottlenecks.
Assess the past performance of the organization in the activities proposed for funding and its relevance to the overall objective and priority areas of the 3DF.
Assess the impact of the proposed activities from the perspective of “accessing the inaccessible” and improving the healthcare provision for those populations most at risk of being affected by any of the three diseases – HIV/AIDS, malaria & TB.
Assess relevance and effectiveness of the proposed strategies and approaches in achieving the targeted outputs in a timely manner.
Assess the budget and how the proposed amount allocated is in accordance with local prices.
Assess the unit costs offered for the service packages planned to be delivered to the target beneficiaries.
Deliverables
The output of the evaluation will be the Evaluation Report in English which should contain: an executive summary, analytical review (quantitative and qualitative) of the proposals and summarized matrix of all applicants, highlighting strengths and weaknesses of each submission, conclusions, recommendations– including what activities should or should not be included or adjusted in case adjustments are necessary

Desk review of relevant background documentation including but not limited to:
a. National and Operational Plans for TB, Malaria and HIV/AIDS
b. Guidelines for the Allocation of Three Diseases Fund Resources
c. Fund Manager’s Operational Guidelines
Conduct participatory evaluation with other team members of the proposals received
When necessary conduct meetings with the relevant applicants to fully understand the content of their
proposals
When necessary, conduct physical assessment of the applicants and check references
Draft evaluation report
Present draft evaluation report in a de-briefing meeting with 3DF Fund Manager
Submit the final report
Required Selection Criteria

Educational background and Experience:
Masters degree or PhD in the field of health or health systems, social sciences or relevant field Expertise in areas of international project evaluation with the focus on programme design, service delivery, financial management and results based project management Proven track record of knowledge/understanding of the management of HIV, TB and malaria Good knowledge of or work experience in Myanmar Minimum eight (8) years of combined work experience in the above areas Strong analytical and report writing skills Computer literacy Fluency in English is required. Working knowledge of any Myanmar language is an asset.
Time and Duration
The evaluation is planned to commence on 31 August 2009 and will be for 15 working days. The draft
evaluation report is due on 16 September 2009 and the final report shall be submitted by 18 September
2009.
