Expansion of the UNAIDS Empire

I know that some of you are thinking this but are not asking the question out loud. Why is UNAIDS organising a forum on health in Myanmar. I know, I know. UNAIDS supports the Myanmar Health Sector Coordinating Committee (M-HSCC). But this is an expansion of the UNAIDS empire that takes convening authority out of the hands of other stakeholders. Shame.

Position title: International Consultant to organize and implement the first National Health Sector Forum in consultation with the Government of the Union of Myanmar

Project Description

Following Myanmar’s health sector reform initiatives, the Myanmar Health Forum will provide the Ministry of Health with an opportunity to present on its efforts to roll out Universal Health Coverage as part of its Vision 2030. The first national gathering of its kind, the Myanmar Health Forum will bring together senior health sector decision-makers from public, private, academia, development and civil society. In doing so, the Myanmar Health Forum will raise the profile of the health sector and highlight the need for greater investments in health.

The organization of the Myanmar Health Forum will be led by the Ministry of Health with support from the Myanmar Health Sector Coordinating Committee (M-HSCC) and the UNAIDS country office, which provides technical support to the M-HSCC Secretariat. Organized over two days, the Myanmar Health Forum is proposed for June 2015 and will follow a similar format to previous forums that have focused on other development areas.

Funded by the 3MDG Fund, UNAIDS seeks a short-term international consultant to provide full-time technical support to ensure the Myanmar Health Forum is successfully implemented.

Scope of work

In particular, the consultant is responsible for accomplishing the following tasks:

Ensure that all the required administrative tasks and logistics associated with the forum are carried out successfully.
Prepare a budget and monitor forum expenditures.
Organize and execute the logistical requirements for a successful national conference.
Manage a small team to carry out the necessary tasks for a successful forum.
Work closely with national consultant(s) that will assist with organizing the forum.
Follow-up with government for input or decisions on forum activities and materials, such as a photo display; partner booths; and a short film shown during the forum.
Support the forum Organizing Committee.
Provide technical support in preparation of forum materials including presentations, invitation letters, and other materials for the forum (work closely with UCO Myanmar and national consultant).
Document and produce notes of meetings/exchanges with partners to be submitted to the UCO on weekly basis together with an overall update on progress to date.
Produce a post-forum report that includes the notes from different sessions, forum outcomes, and follow up actions to be taken.
Submit contract completion report to the UCO.
Performs other related duties as assigned.

Reporting

Under the overall guidance and supervision of the UNAIDS Country Director, the consultant is required to help prepare and successfully implement the 2-day forum.

Expected output and deliverables

Completed forum
Overall project budget for convening the forum, including venue, transport, translation, consultants, etc
Detailed logistical note for forum participants
Developed content and materials for the forum
Monthly reports of progress due (i) end of April and (ii) end of May 2015
Meeting notes from meetings/exchanges with partners about the forum
Post-forum report
Contract completion report

Duration of assignment

49 days between the period of 20 April to 30 June 2015

Qualifications and experience

Education

· University degree in public administration, public health, social science or related field;

· Advanced university degree in one of the above fields is an asset.

Experience

· At least 3 to 5 years of professional experience within the field of public health with knowledge of health systems strengthening;

· Previous experience with organizing a similarly large forum, workshop or conference;

· Experience with health programmes and of UN policies at various levels;

· Familiarity with the health systems and public health agenda in Myanmar preferred;

· Desirable: experience with coordinating complex structures or multi-donor funds.

Recommended presentation of offer

Letter of confirmation of interest;
Personal CV or P11 , indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
Brief description of the approach to achievement of deliverables,
Financial proposal: lump sum in either US dollars or national currency (kyat) which is all inclusive, for example covering professional fees, living allowances and transport costs, along with other incidental costs.

Criteria for selection of best offer

UNAIDS will use a combined scoring method, in which the technical proposal will be weighted at 70% and the financial proposal at 30%. Scoring for the technical proposal will be:

Education: 20%
Experience: 60%
Competencies: 10%
Approach to assignment: 10%
