 PSI seeks entrepreneurial, results-driven candidates for the position of Health Services Technical Advisor at PSI/Myanmar.  This position will provide technical assistance for the all Health Service channels and disease areas in Myanmar, but with an emphasis in Family Planning/Reproductive Health and in overseeing the implementation of a provider medical outreach programme.

 The Health Services Technical Advisor will have broad experience in the design, implementation, monitoring and evaluation of health service programs; experience in training; expert knowledge in the programmes product and service areas (RH, TB, Malaria, Pneumonia, HIV/STI); and expert knowledge in the development of communications strategies based on disciplined use of consumer and provider research.

This position will be based in Yangon, reporting to the Country Director, and has a tentative start date of Jan 1, 2011 (subject to funding). The position is hands-on and well integrated into the structure of the organization but will have no line-management authority and will focus on achieving quality outputs by providing support to PSI/Myanmar team members.

RESPONSIBILITIES:

Provide technical assistance, mentoring & support to the PSI Myanmar team in the following areas:

     * Provide support to the Health Services department in relation to key job areas e.g.: leadership, strategic visioning, health intervention management, organizational development, team management and change management
    * Provide support to Health Service managers to develop technical trainings initially for cervical screening and treatment, post partum hemorrhage, post abortion care and ART.
    * Mentor national staff on project planning, implementation; monitoring and evaluation
    * Support the implementation of a medical detailing programme
    * Support the successful functioning of the Health Services department within PSI/Myanmar e.g. in terms of cross departmental and cross functional activities and responsibilities
    * Facilitate the networking of Health Services team members with other PSI country programmes, PSI regional and PSI Washington team members
    * External relations with donors, government, INGO, and commercial stakeholders
    * Assist with developing proposals to expand PSI/Myanmar’s portfolio
    * Reporting as required by donors and PSI/Washington

 QUALIFICATIONS:

    * Minimum 5 years work experience in a developing country, preferably in Asia;
    * Proven success in management of complex operations in a developing country context;
    * In-depth knowledge and experience of international development and HIV, family planning, malaria and child survival health issues
    * Knowledge of social franchising/services marketing concepts and approaches (prior services marketing/SF experience a plus)
    * Working knowledge of adult learning theory and an ability to apply it
    * Strong understanding of RH issues, esp. around IUD, abortion, and misoprostol;
    * Knowledge of PSI methodologies in research and marketing (services marketing, performance based financing and DELTA experience preferred)
    * Knowledge of total market approach
    * Excellent diplomatic, presentation, interpersonal and oral/written communication skills;
    * Fluency in English; and
    * Relevant post-graduate degree (MBA, MIA, MPH, MD, etc.) or equivalent experience.

 The successful candidate will be a diplomatic, creative, innovative and strategic thinker that can achieve results for a large and complex programme. The successful candidate will be a problem solver who is able to get things done through others, via timely coaching, feedback and instruction. The individual will be mentally agile, have excellent communication, analytical, organizational, interpersonal and cross-cultural skills, a strong interest in private sector approaches to development, and a proven ability to produce results and meet objectives under difficult circumstances.  Intellectual playfulness, flexibility and a good sense of humor are imperative.
