There were two million new infections last year. The trajectory of incidence from 1998 to 2005 was not maintained. If if had been, there would only be one and a half million new HIV infections this year. See the global HIV incidence curve start to tail off? BTW, do you see evidence of a global impact of 'treatment as prevention'? I don't.
On 7 June, Anthony Fauci of the US NIH presented this slide at a side event at the UN High Level Meeting. It demonstrates clearly that global HIV prevention has stalled:

There is big trouble ahead if prevention efforts are not increased.
