There will be a Graduate Diploma in International Health (Ethics) at
Monash starting this year. It's a distance learning scholarship
program. Students will be expected to have already completed tertiary
training in epi and biostats. If not they will have to do this.

Students will still need to demonstrate competency in
English.Otherwise the programme involves taking 7 units:
•    Health Care Ethics
•    Comparative Moral Theory
•    Health and Human Rights
•    Research with Vulnerable Populations
•    Development and Health Research
•    The Regulation of Research
•    Research Practicum (which will be undertaken in-country)

The programme begins at the end of February and will conclude at the
end of the practicum. Research with Vulnerable Populations will
continue to be done as an intensive block over one week and we are
hoping to arrange a video link. Three units are undertaken in first
semester and three in the second. Web based materials will be provided
and students will be expected to participate in web based discussions.

I don't know whether this is at all feasible in Myanmar, but if it is
I think this might be an exciting thing to do. The aim is to train a
sufficient number of people so that eventually you are able to offer
something like this locally.
