Regional Rights Training Program Manager

Asia Catalyst is a US based not for profit organization with offices in New York and Beijing. Asia Catalyst is expanding its regional presence with a two-person regional Capacity Building and Community Initiatives (CBCI) team to be based in Bangkok, Thailand. The Program Manager will jumpstart Asia Catalyst’s work to increase regional coordination and collaboration between grassroots health rights CBOs in East and Southeast Asia and strengthen their capacity to conduct human rights documentation and advocacy. For Asia Catalyst’s new CBCI regional team, Asia Catalyst is looking to hire a full-time program manager to start ASAP. The position will be based in Bangkok and require travel within Southeast Asia.
Job Summary
The Program Manager will be responsible for developing and delivering Asia Catalyst’s Regional Rights TrainingProgram. The regional training program will build capacity for participants from health rights CBOs in Cambodia, China, Myanmar, and Viet Nam on human rights documentation and evidence-based advocacy on the issue of medical discrimination against people living with HIV/AIDS (PLHIV). The position requires building extensive partnership and collaboration with CBOs and other stakeholders in the four countries while implementing day-to-day execution of program activities. The ideal candidate will have field experience and in-depth knowledge in at least one of the four countries, as well as experience in designing and/or delivering training content.
The Program Manager will recruit and supervise one Program Officer and work as a team to conduct a curriculum review for a three-workshop training series on documentation and advocacy; deliver capacity building workshops in Bangkok to CBO staff from the four target countries in English; and facilitate community based documentation of medical discrimination against PLHIV. The regional team will conduct site visits to all four countries; draft an external report based on the country findings; support CBOs to implement country-based advocacy plans; and document best practices for an Asia Catalyst capacity building guide on documentation and advocacy campaigns.
The Program Manager will act as the regional coordinator for Asia Catalyst programming and in this position will also be responsible for representing the organization in Bangkok and developing deeper ties with regional networks, communities, the United Nations and donor agencies.
Reports To
The Program Manager will report to the CBCI Director, based in Beijing.
Responsibilities
Implement and deliver key objectives for Asia Catalyst’s Regional Rights Training Program
Work collaboratively with CBCI team to outline training and M&E frameworks and ensure adequate data collection and analysis to monitor program quality and evaluate impact
Work collaboratively with CBCI team to draft and/or edit curricula for training sessions in the areas of rights knowledge, documentation and community-based advocacy
Set guidelines in line with program objectives and conduct screening and selection of program participants through application review and interviews
Directly supervise the Program Officer and coordinate responsibilities
Prepare and co-facilitate workshop sessions and follow-up coaching in English
Coordinate and co-facilitate online coaching for CBO participants in the four countries
Organize and implement site visits to partner organizations in the four target countries
Monitor subgrant projects and provide necessary technical support
Ensure compliance with all donor requirements, including narrative reporting; Manage and report on budget expenditures for the project
Identify and develop communications and fundraising opportunities for the program in Bangkok in coordination with senior management
Actively contribute to risk management of Asia Catalyst
Represent Asia Catalyst at relevant regional fora
Qualifications
MA/MS or other graduate degree; or BA with equivalent work experience
Minimum 2 years experience managing and controlling programs or projects, including managing project budgets and adhering to M&E standards
Experience facilitating workshops and conduct training for a variety of audiences
Strong communication skills (written and verbal) in English and ideally one additional East or Southeast Asian language
Experience distilling large amounts of information on complex issues into accessible analysis for training or communication purposes
Good presentation skills tailored for a variety of audiences
Field experience in Cambodia, China, Myanmar and/or Viet Nam preferred
Knowledge of HIV/AIDS or additional public health issues in relation to the right to health and impact on marginalized communities
Ability to work on a flexible schedule to accommodate communications over several time zones
Excellent problem-solving abilities
Excellent presentation and communication skills (both written and oral)
Proven ability to design basic M&E procedures to collect and analyze M&E data in line with program objective
Proven ability to manage competing priorities, and ability to adapt in an independent, flexible and fast-paced environment
Strong team player who can also work independently when needed
Self-starting and entrepreneurial outlook
Community organizing and advocacy experience preferable
Ideally experience with rights documentation and testimony collection
