HAARP GOES INTO A NEW PHASE
At the end of 2010, HAARP Myanmar concluded its three-year contract with United Nations Office on Drugs and Crime (UNODC). Given the recent elections and ongoing political restructuring in Myanmar, AusAID understood the need to minimize disruption and ensure continuity of project staff and service delivery to secure progress to date. A new contract with UNODC has now been signed and an MOU between the Home Ministry and UNODC from February 2011 to end 2012 is now in place. In this new phase, the number of operational sites will be increased from 15 to 22. It is planned that all of the new sites will be mobile sites, providing comprehensive harm reduction services including needle–syringe programs (NSP) and referral to methadone maintenance therapy (MMT).
