Perhaps a later draft has been published, but I wonder about some of the metrics being proposed to measure the impact of the new Health Access Fund.

For instance a goal is to decrease new HIV infections but the indicator is "Number and percentage of PWID test positive for HIV who enrol on ART treatment". This does not measure a decrease in new infections but measures referral effectiveness.
