Don't miss the graph on Cambodia on page 16. Incidence had halved, due to the action of Cambodian communities on their own, before the response started to scale up in 1998. And incidence had fallen by three quarters before ART began to become widely available. Incidence in Myanmar has followed a similar but flatter curve. Communities prevent HIV. Treatment is secondary.
