A couple of comments. 'HIV self testing' is a misnomer. A screening test is used and people who get positive screening tests still need counselling and HIV testing. It is 'HIV self screening'.

And there is a curious statement "The domestic reprioritization of HIV and opening of the country to international support has substantially increased the availability of HIV treatment and provides new opportunities, like HIVST, to potentially improve the HIV response for key populations who are at risk for HIV acquisition."

One of the authors has perhaps not noticed that HIV has been a priority disease of concern and the country has been open to international support in HIV for fifteen years.
