Is it right?

Here is an interesting input tweet from the International Network of People who Use Drugs @INPUD:

"Until the 96% of HIV+ PLHIV not on ART are treated any talk of PrEP or TasP is unethical. Treatment as treatment first. #PrEP #TasP"

I think that what they are saying is that diverting antiretrovirals to more privileged people for pre exposure prophylaxis or to prevent infection in their intimate partners may delay the achievement of universal access for those who are sick. Especially those whose lives are unmanageable such as those who inject drugs. They will die.

This is a valid point. Is it right to give antiretrovirals for life to a healthy pregnant woman with HIV and a CD4 count of 600 when a shooter with HIV and a CD4 cell count of 200 who will die this year is denied them?
