UNFPA Country Office in Myanmar is responsible for implementing programme activities in the area of sexual and reproductive health and rights (SRH) in order to achieve output 1 of the UNFPA Programme of Assistance: “Improving access to reproductive and maternal health services, including birth spacing, pre and post natal care, delivery services and emergency obstetric care”.

Duties and Responsibilities
Under the overall guidance of the UNFPA Representative, and under the supervision of the Assistant Representative (Reproductive Health) and the National Programme Officer (RH), the incumbent will be responsible for the day-to-day implementation of the German Funded RH & RH/BCC Project in Myanmar. In this capacity he/she will:
Programme Management and Monitoring:
1. Provide technical assistance wherever necessary for the implementation of RH & RH/BCC activities
2. Coordinate the implementation of RH & RH/BCC activities with the implementing partners from the planning stage, monitoring and supervision to the final review and evaluation;
3. Working closely with the implementing partners according to the project document and work plan;
4. Appraise all requests for project activities based on guidelines, in collaboration with the Assistant Representative, and forwarding these appraisals to the UNFPA Representative;
5. Ensuring the linkage of RH & RH/BCC project activities with ongoing Reproductive Health programme activities;
6. Prepare documentation and briefs on reproductive health, reduction of maternal mortality and behavior change communication for internal use;
7. Provide technical and administrative arrangements for the procurement of commodities, supplies and equipments for RH & RH/BCC activities and service delivery;
8. Participate in RH & RH/BCC coordinating meetings as necessary, and assist in the follow-up on the implementation of recommendations;
9. Organize and conduct trainings on RH & RH/BCC;
10. Carryout regular monitoring of the progress of RH & RH/BCC project, prepare reports specifying the results or progress towards achieving results based on the programme logframe indicators;
11. Maintain a good knowledge of other RH & RH/BCC projects funded by various agencies in Myanmar and coordinate as appropriate;
12. Participate in the technical working groups or task force on RH & RH/BCC if required;
Administrative and Financial Monitoring:
1. Daily monitoring on project budget & implementation and make necessary revisions/adjustments by ensuring effective internal controls procedures and policy are in place;
2. Prepare monthly monitoring report on project implementation activities and expenditures including financial statements;
3. Coordinate financing for RH & RH/BCC project to maximize the outcomes and impact of the UNFPA programme of assistance;
4. Analyse, synthesize and disseminate information and data, develop and maintain information systems including project files, reports, publications, briefings, meeting minutes, note-to-files; as may be required;
5. Perform other related duties as required.
Education and Experience
- Postgraduate degree preferably in Health and Medicine, Social Science, Public Health, health promotion or other related fields.
- At least five years of programme experience in health and in particular in reproductive health and behaviour change communication in UN funded projects.
- Excellent computer skill (Windows environment, MS office applications including Word, Excel and Power-point, web-based project and financial monitoring system)
- Fluency in spoken and written English is required.
- Myanmar citizen
Knowledge, Skills and Abilities
- Proven managerial ability.
- Technical knowledge and health publications in the relevant field.
- Experience in analyzing technical reproductive health information.
- Sound technical knowledge on reproductive health and its social and economic implications as well as technical knowledge of interventions aimed at reduction of maternal mortality.
- Sound knowledge and experience on project management including financial management
- Ability to work with the Government (at the central as well as local levels), other UN agencies, INGOs and local NGOs.
- Ability and preparedness to frequently travel to the project sites to monitor project activities at the field level.
- Ability to write clearly and concisely.
- Good communication skills with the ability to interact effectively as part of a national team and to work harmoniously with people of different national and cultural backgrounds.
