Vacancy: SQL Database Programmer

Position Title:  SQL Database  Programmer
Organization: The International Union Against Tuberculosis and Lung Disease, Mandalay Office, Myanmar

Background
The Union Office in Myanmar is the one of the international non –profit organizations working in Myanmar since 2005. The Union Office in Myanmar is currently implementing the Integrated HIV Care program (IHC) in collaboration with National Tuberculosis Program, National AIDS Program, Department of Health and the public sector in particular the township health centers in provision of antiretroviral drugs to people living with HIV with or without tuberculosis. The IHC, and this position, is funded by the Global Fund ATM.

The SQL Database Programmer will be primarily responsible for maintaining/developing code and database. The mandate is for the SQL programmer to deal with the storage, organization and security of database systems. They will merge data from old to new systems, and therefore must test and troubleshoot the new systems for quality assurance. They will also create new databases for The Union’s projects. The SQL programmer must organize and filter data to identify trends for analysis. They must also create data mining algorithms.
 This position requires excellent communication, technical and project management skills. We envision that this position will be partly mobile and will provide technical support to other sites around Mandalay.

Main responsibilities
•    Responsible for all functions associated with the design, implementation and maintenance of SQL Server databases including security, back-up, logging, reporting and recovery procedures
•    Develop a new SQL database, containing GUI forms for HIV/TB activities
•    Modifying and maintaining the existing database program
•    Manage all technical aspects of the databases and processes
•    Transform data via standardization, cleaning, data repair, matching, and de-duping
•    Manage data from multiple sources including internal, external, and 3rd party data
•    Assist in maintaining and improving database operational efficiency
•    Perform daily, weekly, and monthly data maintenance tasks, perform quality checks on reports to ensure exceptional quality
•    Ensure data can be provided to support various reporting requirements
•    Assist in site support and setup configurations
•    Maintain support via phone, site visits and via email
•    Configuration of devices
•    Assist in data management processes
•    Migrate existing Access reports to SSIS/SSRS
•    Create and maintain documentation for all projects
•    Buying and installing hardware and software
•    Software and virus problem-solving
•    Data exporting/ importing from SQL server to Access, Excel, or vice versa

TECHNICAL SKILLS
The SQL programmer must be proficient in XML and .Net, as well as the ability to interface Microsoft SQL Server. They must understand SQL 2005.

Technical skills and experience required for this position will include:
•    Miscrosoft Visual Basic 6.0 and Microsoft VB.net 2008
•    Microsoft SQL Server 2005 server side development including (SSIS, SSRS, SSMS)
•    T-SQL (Transact SQL), Stored Procedures and Triggers
•    The ideal candidate must possess some database administrative experience
•    Experience working with Access applications, strong Excel skills and Word
•    Web  developing preferred

Skills considered a plus for this position:
•    .NET development experience
•    Knowledge of the data structure

The programmer must have 3+ years experience with:
•    Visual Basic .NET and Visual Basic 6, including the use of program “classes” and creation of DLL’s
•    SQL Server databases, SQL, ADO.NET, database connectivity
•    Windows 2000/NT Server and Windows XP
•     Reporting tools such as Crystal Reports, RDLC Reports

Experience with the following is desirable but not required:
•    ASP.NET
•    MS Word, MS Excel, MS Exchange
•    Networking/LANs, TCP/IP protocol
•    ASCX12N, NCPDP EDI record formats
•    Health Level 7 (HL7) record formats
•    Software for home infusion/pharmacy/medical operations

SOFT SKILLS
•    Ability to plan, organize and work on multiple tasks simultaneously
•    Strong communication skills required
•    Work experience with non-profit organizations (NGOs), or international non-governmental organizations related to health.
•    Medical or health knowledge preferred.
•    Language skills:
- Myanmar mother tongue or mother tongue level;
- Good command of English;
•    Excellent team working skills, good organisational and social skills.
•    Attention to detail and the ability to keep to deadlines
•    Excellent time management skills and able to multitask among projects.
•    Problem-solving skills are vital.

REQUIRED EDUCATION
•    A BSc degree in computer science or information technology
•    Microsoft SQL 2005 certification.
