JOB PROFILE

Job Title: Consortium Coordinator (International) – 24 months
Place of Work: Yangon, Myanmar (Burma) with occasional travel to field sites
Reports to: Chair, Steering Committee, Myanmar NGO Consortium on HIV/AIDS. (Save the Children Country Director)
Reporting to position: Consortium, National Project Officer, Consortium ART Medical Doctors and Nurses x 9
Budget Responsibility: Direct Budget Responsibility for USD250,000 and Coordination/Reporting on USD 2 million

Background to Position

The Myanmar NGO Consortium on HIV/AIDS (Consortium) is made up of four NGOs: Care International (Care), Marie Stopes International (MSI), Myanmar Nurse and Midwife Association (MNMA), and Save the Children in Myanmar (SCiM). The Consortium was formed in late 2002, with the objective of developing and implementing a more comprehensive response to HIV/AIDS in Myanmar. The Consortium is currently funded by the 3 Diseases Fund and is a named recipient in the Global Fund for AIDS, TB and Malaria (GFATM)) proposal.

Each member contributes its specific expertise to the overall Consortium programme. Activities include: behaviour change programme for sex workers and their clients, men who have sex with men (MSM), young people and other high-risk populations and their networks; treatment services including Anti-Retroviral Therapy (ART) and STI treatment; and care and support services including voluntary, confidential, counselling and testing (VCCT) and community home-based care (CHBC).

Job Purpose

The purpose of Coordinator of the NGO Consortium on HIV/AIDS in Myanmar is to maximise the synergistic benefits of the HIV/AIDS activities of individual Consortium members. Principally the Coordinator will oversee and facilitate the implementation of the Consortium Strategy 2006-2010 and the Consortium Performance Management Framework. The Coordinator will also have direct responsibility for managing the Consortium ART programme.

Key accountabilities

Responsibilities

- Facilitate the effective implementation of the Consortium Strategy 2006-2010 and the Consortium Performance Management Framework and plan for next phase, including Global Fund implementation. Update the strategy for the next phase.
- Manage the effective delivery and scale up of the Consortium ART programme in 3 townships
- Coordinate the procurement of drugs and medical supplies
- Manage, undertake and oversee Monitoring, Evaluation and Quality Assurance activities for Consortium Services.
- Use monitoring information as well as information obtained during site visits, advice from the Consortium National Programme Officer and Consortium Management Committee meetings to identify ongoing training, capacity development, and information sharing needs across the Consortium.
- Devise (or seek) appropriate technical resources to fill training or capacity gaps.
- Develop guidance, support documents/tools, and training for the delivery of the Consortium Strategy in areas agreed with the Consortium Management Committee in areas including Client Friendly Service provision; effective behaviour change communication approaches for different target populations; approaches to working with orphans and vulnerable children.
- Convene monthly Consortium Management Committee and Consortium Steering Committee Meetings, advising both Committees on arising issues that require management attention.
- Author and distribute regular Consortium Update newsletters to enhance communication between the Management Committee and the field sites.
- Conduct field site monitoring with a view to enhancing programme quality and improving inter-agency coordination.
- Conduct all grant and budget management and reporting requirements (financial and technical) in line with donor requirements.
- Manage the activities of the Consortium National Programme Officer.

Programme Development:

In consultation with the Steering Committee:
- Explore opportunities for expanding the Consortium’s geographic locations through sourcing additional funding.
- Explore opportunities to improve the Consortium model in related thematic areas.
- Develop associated programme documents and funding proposals.

Communications:

- Ensure high quality, accessible information about the Consortium is available for internal and external audiences (including donors, Consortium Participating Member organisations, potential funders etc.)
- Represent the Consortium programme at government, UN, donor, and other international agency bodies, identifying opportunities to advocate the Consortium position.

Person specification

Essential

- A post-graduate university degree in relevant field
- Medical qualification (RN, MD)
- Knowledge and experience of HIV/AIDS issues and programme monitoring and evaluation
- Excellent skills in communication, including writing and speaking in the English language
- Demonstrated ability to work effectively in a cross-cultural setting with a wide variety of stakeholders
- Excellent coordination and networking skills and experience
- Leadership skills and ability to bring the best out of people within a group
- Proven ability to analyse and identify staff development needs
- Grant management experience, especially experience of GFATM

Desirable but not essential

- Experience in ART programme management
