ICAP at Columbia University is a global health leader situated at Columbia University in the city of New York. ICAP has worked since 2004 with one central goal: to improve the health of families and communities. In Myanmar, ICAP is working to support the Ministry of Health to strengthen health systems and improve access to HIV care and treatment. ICAP began its partnership with the Government of Myanmar in 2014 to support the national response to HIV. ICAP is providing technical assistance and implementation support at all levels of Myanmar’s healthcare system to facilitate the scale-up of HIV services.
Under the direct supervision of the Country Representative, the Senior Technical Officer (HSS) is an experienced health professional who provides technical assistance (TA) and supports ICAP’s projects, with focus on clinical and health system strengthening aspects related to the expansion and decentralization of high quality HIV services including ART.
Main Responsibilities
Serves as an HIV/AIDS subject matter expert and technical advisor in the area of Health System Strengthening (HSS)
Responsible for the design and implementation of clinical activities and health system components of ICAP activities supporting the National AIDS Program/Ministry of Health for the scaling up and decentralization of high quality HIV services in Myanmar
In collaboration with clinical teams and public health program teams at ICAP-supported Township hospitals’ ART decentralized sites, and through a multi-disciplinary team approach, conducts or participates in activities supporting proper functioning of comprehensive HIV services including clinical, laboratory services, referrals and linkages and clinical mentorship
Identifies TA needs and organizes regional level or on site clinical and laboratory related trainings in collaboration with NAP and other partners at ICAP supported areas
Participates in the development of standard operational procedures, job aids, training material and other clinical support tools
Works closely with health authorities from the National Programs/Ministry of Health, donors and other partners including UN agencies, WHO and INGO/NGOs and ensure effective coordination and support to national HIV response
Assists the country representative in dealing with leading HIV clinicians from both public and private sector to collaborate, design and pilot ICAP’s initiatives in Myanmar
Together with other Senior Technical Officers, assists the country representative in developing ICAP annual work plans, budgeting and periodic reporting
Participates in program monitoring and evaluation, and ensures that measurable outcomes are achieved
Liaises and works closely with technical support teams in ICAP-NY headquarters to respond to program and operational requirements in Myanmar
Performs other duties as required or when being assigned by the supervisor
Education
MD or professional equivalent required
Masters’ degree in Public Health (in addition to MD or equivalent) preferred
Experience, Skills and Minimum Required Qualifications
At least 8 years of experience in HIV related programming and clinical management, with at least 3 years of experience focus on health system
Demonstrated direct experience in the management of programs supporting the delivery of population-based health services, and monitoring and evaluation of public health projects
Excellent oral and written communications skills, interpersonal and diplomatic skills
Fluency in oral and written English
Excellent computer skill (Microsoft Office package) and internet literacy
Experience, Skills and Preferred Qualifications
Demonstrated past experience in the implementation of population-based health programs at national or regional levels in resource limited settings, preferably in Myanmar
Knowledge in Quality Improvement (QI) methods
