Full-Time Senior Laboratory Advisor, Myanmar
International Center for AIDS Care and Treatment Programs (ICAP)
The Senior Laboratory Advisor will be responsible for providing technical leadership to the project, including providing technical assistance and capacity building support to the National Health Laboratory ( NHL) and sub-national laboratories in Burma (Myanmar).
Please note this position is contingent upon project award and funding.
Major Accountabilities
Provide technical expertise in assessing existing laboratory systems, capacity and services, and supports design and implementation of a sustainable laboratory services strengthening strategy
Work with national stakeholders and the National Health Laboratory ( NHL) to ensure mechanisms and systems are in place to strengthen access, quality, operations and management of laboratory testing, and adequate financing and staffing of laboratory services at all levels
Assist in the development of national laboratory strategic and operational plans, guidelines, manuals, training materials, and standard operational protocols
Assist in the expansion and strengthening of laboratory Quality Management System ( QMS), Quality Assurance program (QA), External Quality Assurance ( EQA) and accreditation programs
Provide technical support to improve access for quality laboratory testing through decentralization and specimen referral networks
Develop strategies to effectively manage laboratory equipment and supplies chain at national reference laboratories, high-volume laboratories, and district and township levels
Provide technical assistance for strengthening pre-service trainings, and human resource capacity building at the national and subnational laboratories
Provide technical support for establishment of a well-defined National Public Health Laboratory in Burma
Represents ICAP regarding laboratory issues with appropriate US government and host country government entities
Perform other related duties as directed
Education
Advanced degree in laboratory medicine or a related field; MD preferred
Experience, Skills & Minimum Qualifications
Minimum five (5) years of experience in HIV-related clinical laboratory technology applications, clinical or research laboratory management, and technical advisory experience in resource-limited settings
Demonstrated experience in developing and implementing national laboratory program initiatives such as policy guidelines, strategic planning, laboratory accreditation programs, quality management system, referral system, supply chain management system, and use of electronic laboratory information systems
Demonstrated experience in laboratory techniques such as: CD4 enumeration, ELISA and HIV rapid testing, HIV incidence assay, PCR-based assays such as HIV RNA and HIV DNA diagnostics, TB diagnostics, hematology, biochemistry, etc.
Demonstrated ability to effectively train and build capacity of local/country partners
Fluent English oral and written communication skills; ability to interact professionally in English
Proficient in Microsoft Office applications (e.g., Outlook, Excel, Word, etc.)
Experience, Skills & Preferred Qualifications
Previous professional experience in Burma or Southeast Asia preferred
