Mandalay prison is not filled with political prisoners. But releasing all political prisoners in the country is a good idea anyway.

Mandalay prison filled to overflowing

Mandalay Central Prison has three times the number of prisoners that it should have, said Daw Khin Aye Swe, auditor general of Mandalay Region.

Speaking at the first meeting of the Second Mandalay Region Hluttaw regular session, Daw Khin Aye Swe said the prison’s buildings can accommodate 4833 inmates, but at the end of March 2018, there were 8379 inmates at the prison, which is nearly three times its optimum number of inmates, or 3000.

“Its optimum inmate number is 3000 with 250 prison staff, which means the ratio of staff to prisoners should be one to 12. However, there were 322 staff and 8379 prisoners at the prison last March, which is a ratio of one to 26, or more than twice the optimum ratio,” said Daw Khin Aye Swe.

Also, the jail manual states that there should be 19 medical staff but there were only 13 as of last March. The ratio of medical staff to prisoners was one to 644, which is not enough, he said.

“The numbers of prisoners must be reduced or it could affect the running of the prison, its security and the health of inmates,” he said.

The prison issue will be discussed in the hluttaw when the budget report for fiscal 2017-2018 is submitted. Regional Hluttaw Speaker said that MPs who want to discuss the issue must register by Friday.
